Creation of a Chief Data Officer function

Client Needs & Objectives

As part of regulatory transformation, especially BCBS239, our client wanted to create a new Chief Data Officer function

The objectives were threefold:

Assess precisely the internal and external needs and define clear roles and responsibilities
Design the Target Operating Model
Equip the new team with appropriate tools and procedures

Diagnosed the organisation and assessed the needs (including regulatory) for the creation of a Chief Data Officer function
Defined mission statement and mandates of the Chief Data Officer
Identified all the stakeholders taking part of the Data Governance framework (business owner, data owner, data steward, data custodian etc.)
Assessed the workload and identified required staffing
Proposed organisational scenarios especially hierarchical and functional links
Benchmarked data management tools, assessed pros and cons and prepared decision file

Have a sponsor at an executive level to ensure decisions are implemented in a timely manner
Create a real data community organised around business lines and functional areas to ensure a good level of coordination across the stakeholders of the data governance framework
Organise a regulatory watch tower to identify hot topics
